He was educated in Hawaii, the United States, and England and held minor posts in the Hawaiian monarchy before it was overthrown in 1893; he served as a delegate to the U.S. Congress from 1902 until his death. His great achievement was gaining the adoption of the Hawaiian Homes Commission Act, which preserved land for the native Hawaiians
